Gustavo Bolívar en el centro de la controversia por uso de recursos del DPS para publicidad
El exdirector del Departamento de Prosperidad Social (DPS), Gustavo Bolívar, enfrenta cuestionamientos luego de que el concejal de Bogotá, Daniel Briceño, denunciara presunto uso indebido de recursos públicos para promover su imagen personal a través de campañas publicitarias contratadas por la entidad.
Según Briceño, el DPS firmó un contrato por $2.900 millones con RTVC para servicios de difusión institucional. Sin embargo, los entregables incluirían más de 200 publicaciones en redes sociales donde el foco, según la denuncia, no estaría en los programas del DPS, sino en la figura del propio Bolívar. Entre los contenidos mencionados figuran campañas como “Palpitando Realidades” y “Bolívar Rinde Cuentas”, difundidas en varias regiones del país.
El concejal señala que más del 10% de la pauta fue dirigida a medios alternativos y creadores de contenido en Girardot, ciudad natal de Bolívar y donde también tiene intereses empresariales.
Briceño argumenta que este uso podría contravenir el Estatuto Anticorrupción (Ley 1474 de 2011), que prohíbe utilizar publicidad oficial para promover a funcionarios públicos o inducir a confusión entre imagen institucional y proyección política.
Hasta el momento, Bolívar no se ha pronunciado públicamente sobre la denuncia. Sin embargo, el tema ha despertado atención, en medio de un ambiente político cada vez más movido de cara a las elecciones presidenciales de 2026, en las que Bolívar figura como uno de los nombres más visibles del petrismo, aunque sin el respaldo abierto del presidente.
En un evento reciente en Tibú, Gustavo Petro pareció aludir indirectamente a la situación: “Persona que renuncie porque tiene una aspiración, ya se va”, dijo el mandatario, al referirse a quienes dejan el gobierno para lanzarse a campaña.
La Procuraduría ya recibió los documentos que sustentan la denuncia, mientras el país espera aclaraciones sobre el alcance real del contrato, los contenidos difundidos y el papel que jugó Bolívar en su ejecución.
